For grad school, you should be aiming for the best department you can get into doing research you’re interested in (along with other factors, like distance, location, etc). You won’t know about your capabilities until at least a couple years into undergrad, and you won’t know what research you’re interested in until even later. Maybe you find that physics isn’t even that interesting (which is perfectly ok!).
